FAO Quotables

"But being right, even morally right, isn't everything. It is also important to be competent, to be consistent, and to be knowledgeable. It's important for your soldiers and diplomats to speak the language of the people you want to influence. It's important to understand the ethnic and tribal divisions of the place you hope to assist."

Russian Military Sales to Africa

Embedded below is a lengthy document that delves into the military sales market from a Russian arms perspective.  It was passed on to me by a colleague who had picked it up at a conference in South Africa.  His comments are below:

ARMS. Defence Technologies Review
Dynamic Analysis of Military Expenses in Africa (Sep 12)
The attached article is from "ARMS. Defence Technologies Review," an English-language (that term is used loosely; the translation into English is, shall we say, not always smooth) magazine dedicated to the Russian land forces and military equipment, air defence systems, naval equipment and armament, new design achievements and projects in the field of high technologies. The magazine is published by the Intervestnik Publishing House and its "mission" is to provide information to potential buyers of Russian armaments. I picked up a copy at Africa Aerospace & Defence (AAD) 2012 in South Africa in September. It is important to keep in mind the source of the article; however, it does seem to have some interesting info about the African defense market.
